Place the walnuts, rocket, garlic, chilli, salt and pepper in the bowl of a food processor or blender. Process for a few seconds until combined, then slowly pour in the olive oil in a thin stream, followed by the water. Set aside.
Heat a stovetop grill on high. Spray the steaks with a little oil spray and place on the grill. Cook for 3-4 minutes on each side for medium well done or cook to your liking.
Serve a dollop of pesto on top of each steak and serve with steamed vegetables.
